The Prime Minister of Canada, Justin Trudeau, has expressed his confidence in Quebec’s ability to welcome over 100,000 newcomers every year. This observation is validated by the ambitious immigration plan Canada has for the period from 2023 to 2025. By 2025, the country has plans to welcome 500,000 newcomers to the country.

“Quebec at the moment is fully capable of welcoming 112,000 immigrants a year,”
Justin Trudeau, Prime Minister of Canada

Quebec’s worker shortage and solutions

The relevance of Justin Trudeau’s reassurance that Quebec has the capacity to welcome 112,000 immigrants a year has to be understood with the status of worker shortage in Quebec in perspective. The businesses in Quebec are in dire need of more skilled and qualified workers. In such a circumstance, the current insistence of Quebec’s government to bring in only up to 50,000 immigrants a year could soon meet its breaking point.

Here’s what Quebec’s current immigration levels plan for 2023 looks like:

Economic immigration category
Minimum Maximum
32,000 33,900
Skilled Workers 28,000 29,500
Business People 4,000 4,300
Other Economic categories 0 100
Family Reunification 10,200 10,600
Refugees and people in similar situations 6,900 7,500
Other immigration categories 400 500
Overall totals 49,500 52,500

The Canadian government’s plan aims at bringing in 465,000 newcomers in 2023. This also implies that Quebec can rightly welcome 102,300 newcomers in that year. However, as of now, the province’s plan is to let in half that number of immigrants.

Canada’s federal government wouldn’t want to risk Quebec’s bright employment prospects for immigrants. The federal government isn't approving of CAQ’s plan to let only francophones into the province in this context.

Hence, the federal government is rubbishing any claim that undermines Quebec’s ability, a necessity rather, to allow over 100,000 skilled immigrants to move into the province.
