Canada to welcome 390,000 in 2022

On March 12, the federal government of Canada announced its 2020-2022 Immigration Levels Plan. Canada might welcome up to 390,000 in 2022.

The 2020-2022 Immigration Levels Plan reveals that Canada might be well on its way to welcoming more than 1 million, that is about 1.14 million, new Canada permanent residents from now to 2022.

The announcement was in keeping with the approach of the Canada government to gradually increase the immigration levels so as to give the stakeholders time for effectively planning the assimilation of newcomers into Canada and providing adequate support to a larger population.

In 2019, Canada welcomed 341,000.

For 2020, the immigration level target is set at the admission of another 351,000.

While for 2022 the target is that of 361,000 immigrants, 2020-2022 Immigration Levels Plan has the scope for increasing the target to up to 390,000.

This is the first time that information regarding the target for 2022 has been made publicly available.

Immigrants, that too in large numbers, are required by Canada for dealing with the fiscal and economic stress that Canada is facing due to a low birth rate on one hand and an aging population on the other.

Of the immigrants to be inducted into Canada, a wide majority will be through economic immigration. Rest will be through family immigration or on humanitarian grounds.

58% of the immigrants to Canada will be admitted through the economic class pathways. These include –

Express Entry programs
Provincial Nominee Program
Quebec Skilled Worker Program
Atlantic Immigration Pilot

It is projected that most of the growth will be through economic class immigration. The target for economic class to be increased by about 10,000 each year.

Additionally, Canada plans on increasing the Provincial Nominee Program [PNP] admission target by 20% in 2022.

More immigrants will be inducted under various pilots. As many as 5,200 immigrants will be welcomed to Canada under pilots like the Rural and Northern Immigration Pilot [RNIP] and the Agri-Food Immigration Pilot. Canada might well end up with doubling its immigrant intake under the pilot programs by 2022.

While the Atlantic Immigration Pilot [AIP] is all set to be made a permanent program, the AIP target is to be kept stable at 5,000 during the 2020-2022 Immigration Levels Plan.

In view of the requirement for further consultation with the province of Quebec, the immigration levels for Quebec are yet to be determined for 2021 and 2022.
