Quebec invites 536 in the second Arrima draw held in September 2021

Quebec invites health workers, educators in new Arrima draw Quebec in Canada has held another round of invitations, the second to be held by the province in September 2021. On September 30, 2021, Quebec’s Ministère de l’Immigration, de la Francisation et de l’Intégration [MIFI] invited a total of 536 individuals to submit their application for permanent selection through the province. Quebec is the only Canadian province that is not a part of the Provincial Nominee Program [PNP]. With a comparatively greater autonomy over the selection of newcomers, Quebec runs its own immigration programs. Provincial draws by Quebec are also referred to as Arrima draws as they are held through the Arrima Portal. 3 different categories of individuals received invitations in the second Arrima draw to be held in September.

Who were invited? Criteria
[1] Individuals meeting specific criteria With their occupation on the list of eligible occupations ·         NOC 0312: Registered nurses and registered psychiatric nurses ·         NOC 3233: Licensed practical nurses ·         NOC 3413: Nurse aides, orderlies and patient service associates ·         NOC 4031: Secondary school teachers ·         NOC 4032: Elementary school and kindergarten teachers ·         NOC 4214: Early childhood educators and assistants Score either equal to or above 562 points   [Human capital factors = maximum 580 points; Response to Quebec’s needs = maximum 720 points]  
[2] Individuals with a valid job offer in Quebec outside the territory of the Montreal Metropolitan Community.
[3] Been staying in Quebec as “as a diplomat, consular officer, representative or official, duly accredited, of a foreign country or of the United Nations or any of its agencies or of any intergovernmental organization of which Québec or Canada is a member and who carries out official duties in Québec, or is a member of the staff of any such diplomat, consular officer, representative or official” [as per Section 26 of Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3)]
Note. NOC: National Occupational Classification matrix. Provincial draws by Quebec are held on a regular basis, in keeping with the local labor market requirements as well as integration potential of immigrants. -------------------------------------------------------------------------------------------------------------- ALSO READ -------------------------------------------------------------------------------------------------------------- Individuals that intend immigrating to Quebec and have submitted an Expression of Interest [EOI] profile are ranked as per specific criteria that allots a score out of human capital factors and response to Quebec’s needs. Human capital factors assessed by Quebec include – language proficiency, age, work experience, and education. Here, the maximum points attainable by the candidate come to 580. The other criterion is that of the potential that the immigrant holds for successfully immigrating to Quebec. This is also referred to as the criterion of “response to Quebec’s needs” and is worth a maximum of 720 points. Factors assessed include – validate job offer, diploma in Quebec, length of professional experience in Canada / Quebec etc. Those invited can proceed to submitting their application for permanent selection towards obtaining a Certificat de sélection du Québec [CSQ]. This Québec Selection Certificate) is to be acquired by the candidate within the next 6 months. The 6-month period commences from the day that a complete application – requiring no further information or documentation – is submitted by the applicant. The CSQ will be needed for submitting an application for Canadian permanent residence with Immigration, Refugees and Citizenship Canada [IRCC].
With the latest round of invitations, Quebec has invited a total of 3,200 in the 10 Arrima draws held so far in 2021.
