Canada Immigration

In the latest provincial draw to be held by Quebec, a total of 95 immigration candidates have received invitations on January 26, 2021.

This is the 14th Arrima draw to be held by Quebec. The first Arrima draw was held on July 4, 2019.

As the province of Quebec is the only Canadian province that is not a part of the Provincial Nominee Program [PNP], Quebec has its own process in place for the induction of newcomers into the predominantly French-speaking province.

The Canadian immigration candidates that have received invitations in the latest Quebec draw on January 26 – the first Arrima draw to be held by Quebec in 2021 – can now proceed to applying for their selection under the Regular Skilled Worker Program [RSWP].

The Arrima platform, also commonly referred to as Arrima portal, allows for “a better alignment between immigration and the needs of Québec’s labour market”.

Any individual that wishes to immigrate, either temporarily or permanently, to Quebec under any of the programs – ·       the Regular Skilled Worker Program [RSWP] ·       International Student Program, or ·       Programme de l'expérience québécoise [PEQ or Québec experience program] will be required to go through Arrima.

For such individuals, the first step of their journey to immigrate to Quebec will be with the creation of their profile in the Arrima portal, followed with the submission of their Expression of Interest.

In 2020, a total of 628 immigration candidates received invitations from Quebec in the 4 Arrima draws that were held – ·       January 16 [invitations: 23] ·       June 18 [invitations: 7] ·       September 24 [invitations: 365], and ·       December 16 [invitations: 233]

There were 2 specific types of immigrants targeted in the latest January 26 Quebec draw. Invitations issued by Quebec went to individuals that had –

A “validated offer of employment”
Been staying in Quebec as “as a diplomat, consular officer, representative or official, duly accredited, of a foreign country or of the United Nations or any of its agencies or of any intergovernmental organization of which Québec or Canada is a member and who carries out official duties in Québec, or is a member of the staff of any such diplomat, consular officer, representative or official” [as per Section 26 of Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3)]

The Ministère de l’Immigration, de la Francisation et de l’Intégration [MIFI] reviews the bank of profiles, issuing invitations to those meeting the specific criteria based on labour market requirements in Quebec.

With the extraction date of January 25, 2021 at 6:30 am, all the individuals that had filed their Expression of Interest before this date and time of retrieval from the Arrima bank received invitations.

In 2021, Quebec plans on welcoming up to 47,500 newcomers to the province. Between 26,500 to 31,200 CSQs are to be issued this year.
