Quebec holds biggest Arrima draw of the year

On August 12, 2021, Quebec held its biggest Arrima Draw and invited 515 immigration candidates to apply for Permanent Residency.

While the details of this immigration draw were released on August 19, 2021.

Quebec Regular Skilled Worker Program

The MIFI (Ministère de l’Immigration, de la Francisation et de l’Intégration) invited individuals who applied for an Expression of Interest (EOI) Quebec’s online registration portal, Arrima. The MIFI has invited these candidates under Quebec Regular Skilled Worker Program also known as Quebec Skilled Worker Program (QSWP).

Expression of Interest (EOI)

The EOI is a pathway for applicants to receive the Quebec Selection Certificate or CSQ from Quebec’s Ministry of Immigration. After receiving the CSQ, candidates can apply for permanent residence.

This is the first round under the new system of the Quebec Skilled Worker Program (QSWP) for immigration candidates.

The invited candidates are divided into two categories:

  • Based on the occupation listed in the QSWP with a score of at least 591 points, in the Arrima expression of interest bank
  • Having a valid job opportunity outside the territory of the Montreal Metropolitan Area
  • Residing in Quebec as a diplomat, consular official, United Nations representative, or representative of any intergovernmental organization operating in the province and their staff, they are self-employed.

This is the sixth draw held by Quebec in 2021. Till now, a total of 1,060 candidates are invited to apply for permanent residency by the province, Quebec.

The IRCC will make the final decision on the immigration applicants, even though the province holds the immigration draws.

Arrima Expression of Interest Pool

To simplify the application intake system, Arrima was introduced in 2018. This manages the pool of applicants for the QRSWP.

Quebec has launched (in July 2021) a new points-based system to rank the profiles of immigration candidates under Arrima expression of interest pool.

Criteria Points allotted
Human capital factors 580
Quebec’s labor market needs 740
Total 1,320

Human Capital Criteria

The Human capital factors includes the following:

  • Age
  • French language ability
  • Bilingual ability
  • Work experience
  • Education

Quebec’s labor market needs

The labor market needs include:

  • Education in Quebec
  • Work experience in the rest of Canada,
  • Job opportunities inside and outside the Greater Montreal area

If the job offer is outside the Montreal metropolitan area, which allots up to 380 points, but if the offer is within Montreal, then it allots up to 180 points.

Increased Immigration Levels

The province, Quebec, and the federal government aimed to increase immigration levels in the coming years.

In 2021, the province aims to welcome 47,500 immigrants, whereas Canada aims to welcome more than 400,000 immigrants based on its different immigration programs in the coming year.
