Canada’s PNP Update for November 2020

As per the 2021-2023 Immigration Levels Plan announced on October 30, 2020, the Canadian government will be welcoming 400,000+ immigrants in 2021.

Of these, 80,800 are to be granted Canadian permanent residence in 2021 through the Provincial Nominee Program [PNP]. The yearly targets for PNP admissions stand at 81,500 in 2022 and another 83,000 in the year 2023.

Despite the COVID-19 pandemic, both federal as well as provincial draws have been held at regular intervals in 2020. Incidentally, 2020 is proving to be a record-breaking year for Canada’s Express Entry. The number of invitations to apply issued in 2020 is higher than the invitations issued in the previous years by the same date.

Beginning with the admission of only 200 immigrants in 1998, the PNP of Canada has gradually progressed to become the second largest program – after Express Entry – for economic immigration to Canada.

In November 2020, around 3,700+ received PNP invitations from the different provinces that had held provincial draws in the month.

It is through the PNP that the participating provincial and territorial governments get to select a specific number of immigrants each year, nominating them to the federal government for being granted Canada PR.

Of the 10 provinces and 3 territories in Canada, 9 provinces [with the exception of Quebec] and 2 territories [with the exception of Nunavut] are a part of Canada’s Provincial Nominee Program.

With around 80 immigration pathways or ‘streams’ available under the PNP – many aligned with the Federal Express Entry system – the PNP remains a highly sought-after route for migrate overseas to Canada.

Immigrating to Canada through the PNP is a 2-step process – the first step involving the process for securing a PNP nomination, followed by applying for federal processing of permanent residence.

An Express Entry candidate that is a provincial nominee is guaranteed to being invited by Immigration, Refugees and Citizenship Canada [IRCC]. Invitations are issued to the highest-ranked candidates, based on a scoring [out of a total 1,200] that is allocated to an Express Entry profile while in the pool.

Different from the 67-point eligibility for Canada immigration as a skilled worker, this ranking – the Comprehensive Ranking System [CRS] score – determines as to which profiles are issued invitations.

600 CRS points are added to the profile of an Express Entry candidate that is a provincial nominee.
