Highlights for granting Canadian citizenship to 300,000 individuals

  • IRCC is to grant citizenship to 300,000 individuals by March 31, 2023.
  • For the Fiscal year 2022-23, Canada has welcomed 116,000 new citizens to the country.
  • IRCC takes steps to move from paper process applications to totally digital.

Canada’s citizenship target for 2022-23

IRCC outlines the targets for the new citizens of Canada and is going to welcome them soon for the 2022-23 FY year. The IRCC’s division of Operations, Planning, and Performance drafted a memo to process around 285,000 decisions and 300,000 new citizens by the end of March 2023.

A decision here is a review or analysis of an application that is later either denied, approved, or marked as an incomplete application. The citizenship target means 300,000 approved applicants who need to take the oath of citizenship either virtually or in person.

IRCC slowly shifting to digital applications

During the pandemic, IRCC could not process most of the applications till March 2020. Later, most of the applications were paper-based and mailed to the central location and in-person events were canceled due to the pandemic. IRCC was not able to conduct interviews for the candidates, hence there weren’t oaths of citizenship ceremonies.

During this period, some of the citizenship application processes were shifted to digital, especially for the ones over the age of 18. This step streamlined the process for new applicants but a large number of backlog paper applications are still remaining.

IRCC has been taking steps to handle digital applications and backlog paper applications simultaneously. There is a large scope of scaling up the processing of more digital applications faster in the current FY 2022-2023.

Processing times come to 20 months

The processing times for the completed application was 27 months till May 2022 as there were online applications and the backlog paper applications were present. There were 413,000 applications in the grant inventory as of June 2022.

IRCC plans to clear the backlog applications and complete the processing for 80% of all new applications as per service standards. 1000+ new staff has been hired to handle the citizenship status trackers. Apart from this, minors below the age of 18 are eligible to apply for citizenship online by end of 2022.
