Immigration, Refugees, and Citizenship Canada (IRCC) are planning to trace and normalize Express Entry draws from July. All the draws of Express Entry service will come back to 6 months.
In the past, IRCC has paused Express Entry program invitations to apply (ITA) for permanent residence using Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC) and The Federal Skilled Trades Program (FSTP) for many applicants due to the pandemic.
Irrespective of the program eligibility, IRCC used to consider applicants for bi-weekly Express Entry draws before the pandemic. The candidates with the highest Comprehensive Ranking System (CRS) score were invited.
Post pandemics, the FSTP and FSWP draw have been resumed on the grounds of strategic sense to prioritize economic class immigration in Canada while international travel restrictions were in place. By the end of 2021, IRCC referred and prioritized CEC candidates by inviting 401,000 new permanent residents.
IRCC paused the Express Entry invitations to CEC candidates, but later, there were few improvements post-pandemic for Express Entry service to get inventory under control.
During the same time, there were growing Express Entry invitations to Provincial Nominee Program (PNP) candidates as IRCC helped provinces and territories across the country to advance in economic development.

FSWP played one of the main pathways from 1967 till the beginning of the pandemic for economic class immigrants to enter Canada. Around 45% of applicants invited for permanent residence were through Express Entry before the pandemic.
Research says Educational Credential Assessment (ECA) that IRCC designs propose that provided the pandemic affected, FSWP still has the highest demand for the Canadian immigration process.
The draws have been reinstated for CEC candidates, helping those already in Canada to maintain their legal status to stay in the country. The Express Entry candidate who receives an ITA and submits their permanent application they have a chance to apply for a bridging open work permit (BOWP). The BOWP makes them maintain their legal status in Canada when their permanent residence is being processed.
For CEC candidates, open work permit extension has been announced by IRCC that is effective from this summer.
