An essential guide for Express Entry candidates to use NOC 2021 codes

  • The new NOC 2021 (TEER) system replaced the old NOC 2016 system on November 16, 2022.
  • Express Entry candidates submitting applications have to learn to use the new TEER system.

If you have heard about the big changes that happened lately in the Canada immigration system, you must be aware of the transition from NOC 2016 to NOC 2021 (TEER) system. This happened on November 16, 2022. The new NOC system will change the way eligible occupations are categorized and coded. This matters as these codes come into play when Express Entry candidates create a PR profile and enter an immigration draw.

What is NOC 2021?

  Immigration to Canada for skilled foreign nationals largely depends on the kind of occupation they are going to undertake in Canada. So, IRCC identifies key occupations and creates occupational categories applicable to each candidate when their profile is created and subjected to assessment for PR eligibility. NOC (National Occupation Classification) is the system Canada uses for the determination of the level of education and skill Express Entry candidates require to migrate to Canada and work there. The earlier NOC system applied to Canada immigration candidates was the NOC 2016. Now, along with some fundamental changes in how immigration candidates are chosen by IRCC, a new NOC system that goes along with it has been developed. This is the NOC 2021. The skill level was determined under five categories under NOC 2016, namely:

  • Skill Type 0
  • Skill Level A
  • Skill Level B
  • Skill Level B
  • Skill Level C
  • Skill Level D

Under NOC 2021, skill levels are determined based on the level of training, education, experience, and responsibilities (TEER) required from candidates applying for Canada PR through Express Entry. These levels are as given in the table below:

TEER Occupation types
TEER 0 Management occupations
TEER 1 Occupations that usually require a university degree
TEER 2 Occupations that usually require ·        apprenticeship training of 2 or more years, or ·        a college diploma, or ·        supervisory occupations
TEER 3 Occupations that usually require ·        apprenticeship training of fewer than 2 years, or ·        a college diploma, or ·        more than 6 months of on-the-job training
TEER 4 Occupations that usually require ·        a high school diploma, or ·        many weeks of on-the-job training
TEER 5 Occupations that usually need short-term work demonstration and no formal education

New jobs in the new system

After the transition to NOC 2021, 16 new occupations will be added to eligible jobs for Express Entry while three of the earlier ones will become ineligible. Here are the new eligible occupations:

43201 Correctional service officers
43202 By-law enforcement and other regulatory officers
63211 Estheticians, electrologists and related occupations
73200 Residential and commercial installers and servicers
73202 Pest controllers and fumigators
73209 Other repairers and servicers
73300 Transport truck drivers
73301 Bus drivers, subway operators and other transit operators
73400 Heavy equipment operators
72404 Aircraft assemblers and aircraft assembly inspectors

The three jobs that will become ineligible are:

54100 Program leaders and instructors in recreation, sport and fitness
53125 Patternmakers (Tailors, dressmakers, furriers, and milliners)

The impact on CRS

  The CRS points you will be assigned in the Express Entry will follow the Skill Type/Level update chart as given below:

Personal situation and NOC 2021

  Considering at which stage of Express Entry you are, IRCC expects different actions from you as the switch to NOC 2021 has done. If you are just planning to create an Express Entry profile now, you must find the new five-digit occupation code as per NOC 2021 and fill it out in the form while creating a profile. If you have submitted a profile but are yet to receive an invitation (ITA) you will have to update your Express Entry profile with the new NOC 2021 codes. If you have received an ITA prior to November 16, 2022, you must submit your Express Entry application for PR mentioning NOC 2016 code.
