Before COVID-19, the Express Entry Draws were held once every two weeks, and 3,000 ITAs were sent to permanent residents with a minimum cut-off score of 470. IRCC was achieving its goal by processing 80% of applications to permanent residents within 6 months. After the outbreak of COVID-19, the draws, number of ITAs, or CRS cut-offs are not predictable. From June 27 to August 15, IRCC held 12 Express Entry draws, the time when category-based selection was introduced.
Before September 19, IRCC delayed Express Entry Draws for one month. Later, there were 9 Draws between September and October 26. After October 26, there has not been a single draw.

IRCC releases the Immigration level plan that sets the target for the number of permanent residents that will arrive in Canada every year.
These targets were not met this year. In 2024, IRCC had planned to welcome 110,770 newcomers and 117,550 newcomers for 2025 and 2026. In order to meet these targets, IRCC should evaluate permanent residence (PR visa) applications. If there are enough applications in the queue, then these targets will be met; if not, IRCC will have to face issues in sending the required number of ITA's.
IRCC considers both the current year and the upcoming year when deciding on the number of ITAs because it takes six months to finalize one candidate's profile.
The department should consider the draw types to send ITA to reach the goal. Canada's immigration minister has instructed IRCC to strengthen the national economy by newcomers who have the skills required to close the gaps in the labor force. Deciding on suitable candidates for a particular draw type requires time; this will result in the delay of Express Entry Draws.
Later, category-based selection was introduced, and IRCC held more draws by inviting candidates with work experience in STEM, transportation, healthcare, skilled trades, and agriculture.

There will be delays in Express Entry Draws because of changes in the Comprehensive Ranking System (CRS) and Express Entry Profiles. When there is a change in CRS, IRCC needs to do some technical updates to make sure all profiles are up to date with CRS scores.
Other factors that can influence Express Entry Draws are IT issues and glitches. Because of the glitch, candidates who have received an ITA once will not be able to upload their final application for permanent residency within 60 days.
A change in staff will also have an impact on the Express Entry Draws when there is a change in staff, like the new Immigration Minister or other officials who are responsible for Draws.
There are many potential reasons for Express Entry Draws to get delayed.
