Study at private Quebec colleges

  • The federal government states that the graduates of non-subsidized private student academies in Quebec will no longer be eligible for a Post-Graduation work permit (PGWP) from September 1, 2023.
  • In the last few years, the Quebec Ministry of Higher Education and investigations by some journalists have found that some of the private institutions were engaged in immoral and unethical recruitment processes that negatively affected the PGWP process in Quebec.
  • Whereas the international students of other provinces who enrolled in a private study program do not have access to the PGWP process, an open work permit allows international students the right to work in Canada for three years. After this big decision, the Quebec private academies will be in alignment with the rest of Canada.

  • Graduate students from a subsidized program of study or government-recognized academies in Quebec province are still eligible for the PGWP.
  • Since 2018, many unsubsidized private learning academies have largely attracted the most international students.

  • Almost 4,900 international students received study permits from Quebec institutions between 2016 – 2018. And during the years 2019 -2021, the estimated number of study permits for international students from one of the Quebec institutions went up to 11,500 from the lowest number of 4,900.

Post-Graduation work permit (PGWP) in Canada

  • The Post-Graduation work permit (PGWP) or an open work permit grants international student graduates an opportunity to work for any employer in Canada.
  • The PGWP is a gateway that paves the way toward permanent residence.

  • To be eligible for PGWP, the international student graduates must have studied a full-time course at least eight months at a Designated Learning Institution (DLI). That full-time course or the study program has shown the way to a degree, diploma, or certificate course.
  • Amid pandemic restrictions, Canada initiated a few measures for international students to be eligible for online study only when the whole world started to work from home.
  • The International student can count their online study accomplished between March 2020 and August 31, 2022, toward their PGWP eligibility.
