Now, easier for non-EU agricultural workers to enter Finland

As per a Press Release [315/2020] published in English on May 6, 2020, the Government of Finland has introduced certain measures for ensuring the “availability of seasonal employees”.

 

In the negotiations held on May 6, the Government has decided on measures for ensuring –

  • The availability of seasonal labour required in horticulture and agriculture
  • The entry of seasonal workers from overseas to Finland, and
  • Incentives for attracting domestic labour.

Concerning seasonal employees that are to be hired from overseas, Finland has decided to lift certain restrictions on their entry into Finland. These are –

  • From May 14, EU citizens will be allowed entry into Finland for seasonal work.
  • The entry of 3,000 non-EU individuals will be allowed, from May 14, into Finland for carrying out the work in spring and early summer. The initial quota for non-EU seasonal workers stood at 1,500.
  • Individuals needed for ensuring crop harvesting will be allowed entry into Finland from the beginning of June till the end of September. The required number of employees is to be estimated by May 31. The estimation will be based on the availability of domestic labour in the country as well as the ongoing COVID-19 situation in the country of origin of the overseas worker.

Current instructions for 2-week quarantine in view of COVID-19 will continue to be applicable. Further instructions on the entry of overseas workers into Finland will be issued by the Ministry of Agriculture and Forestry.

 

Additionally, the Government of Finland also proposes a temporary amendment to the Aliens Act with reference to individuals working in forestry, fisheries, agriculture, and horticulture. The amending act is expected to come into force as soon as possible and will remain in force till October 31, 2020.
