As per a December 9, 2020, statement by the Minister of Justice and Public Security Monica Mæland, “we are working to establish a digital system for recording travel in order to improve our infection controls here in Norway”.
The proposed new digital system for recording travel will require individuals wishing to enter the country to register their data, that is, details such as name, contact details, location of quarantine, and employer [if applicable].
According to the Minister, “The system will be of great value to the health sector in its infection control and track and trace work, while also allowing the police and the Norwegian Labour Inspection Authority to carry out their work investigating breaches of quarantine regulations.”
Further details regarding the new system will be announced eventually. The system is expected to be launched on January 1, 2021.
The Minister of Justice and Public Security Monica Mæland was speaking at a press conference on the COVID-19 situation in Norway.
As per the Minister, “The main rule is that anyone crossing the border – including Norwegian citizens – must be registered in the system.”
Those arriving in Norway from any of the red countries will be confined to quarantine hotels during the period that they have to quarantine themselves.
Exemptions will be applicable to residents of the country as well as those owning homes in Norway.
Individuals arriving in Norway from red countries will be required to undergo 10 days of quarantine upon their arrival into the country. This can be either in a quarantine hotel, at home, or at any other “suitable location”.

Previously, Norway has expanded the list of third-country nationals that can enter the country.
