FSWP and CEC to meet the Canadian immigration targets
The FSWP or Federal Skilled Workers Program and CEC or Canada Experience Class plans to address the shortages in the Canadian workforce.
Canada Immigration Plan for 2022-2024 aims to add over 13.2 lakh foreign national immigrants to its population. The programs mentioned above would help in reaching the target.
The IRCC or Immigration, Refugees and Citizenship Canada (IRCC) had held draws for the Express Entry for the FSWP applicants in December 2020. The last CEC draw was held on September 2021.
With the absence of these draws, the candidates of the Express Entry pool who are eligible for immigration cannot apply for PR.

Reasons for the Stopping of CEC and FSWP draws
The FSWP draws were stopped because the candidates were staying overseas. If they were issued an ITA for permanent residence, the applicants could not enter Canada due to the borders being closed at that time. If their COPR or Confirmation of Permanent Residence ran out of validity, they would not be able to gain Canada PR. This policy was effective till June 2021.
To address the draws not being conducted, Canada held multiple rounds of Express Entry draws to issue ITA for the candidates of CEC and formulated the TR2PR or Temporary Residence to Permanent Residence pathway.
In September 2021, the Canadian authorities could not process the application from the candidates of the CEC pool and decided to pause the intake of applications.
Candidates for PGWP
The foreign national graduates who were employed in Canada through PGWP or Post-Graduation Work Permit may have to leave the country without an ITA or Invitation to Apply.
A PGWP visa cannot be extended or renewed. The PGWP holders have to apply for a different kind of work permit to be employed in Canada.
The BOWP or Bridging Open Work Permit allows the international graduates to legally stay and work if the validity of their PGWP visa expires.
