528,034 temporary residents entered Quebec in 2023

According to a report by Institut du Quebec, a non-profit think tank comprising Canada statistics data reveals that the number of temporary residents in Quebec increased by 50% in 2023, reaching 528,034. There is no limit for temporary residents in Quebec, unlike permanent Immigration, which is set at approximately 50,000 people per year.

 

In 2023, there were 167,435 temporary work permit holders and 117,745 international students in Quebec, with most holding the right to work in the province.

Quebec’s workforce witnessed 272,000 permanent immigrants 

As per the IDQ report, Immigration was the primary source of increase in Quebec's labor pool between 2015 and 2023. Around 272,000 permanent immigrants and 112,000 temporary residents entered Quebec's workforce during this period.

Temporary Foreign Worker Program and International Mobility Program

Temporary immigrants enter via two ways: The Temporary Foreign Worker Program which allows employers in Quebec to fill vacant positions, and Ottawa’s International Mobility Program which welcomes temporary residents such as international graduates. 

 

The International Mobility Program became the top source of temporary foreign workers last year, with 107,615 permit holders. In the previous year, 59,820 temporary immigrants entered Canada through Quebec's Temporary Foreign Worker Program, with 23% of them being workers in the agriculture sector.
