Canada’s Ontario has held another round of invitations under the route to Canadian permanent residence that goes through the provincial and territorial governments.
On January 27, 2022, Ontario issued 1,032 invitations to candidates eligible for the Skilled Trades stream of the Ontario Immigrant Nominee Program (OINP).
Ontario is a part of the Provincial Nominee Program (PNP). Three Ontario PNP streams are linked with the federal Express Entry system that comes under the department of Immigration, Refugees and Citizenship Canada (IRCC).
Invitations issued by the OINP under such Express Entry-linked streams are officially referred to as Notification of Interest (NOI) letters.

Those successful in securing a nomination can then proceed to apply to the federal government of Canada through IRCC for permanent residence.

OINP streams linked with Express Entry | |
Stream | About |
(1) Human Capital Priorities (HCP) stream | For foreign workers with the required education, language abilities, and skilled work experience. |
(2) Skilled Trades (ST) stream | For foreign nationals with Ontario work experience in eligible skilled trades. |
(3) French-Speaking Skilled Worker (FSSW) | For French-speaking skilled workers that have strong English language abilities. |
To be eligible for any of the Express Entry linked OINP streams, a valid profile in IRCC Express Entry system will be required. An NOI from Ontario must be received to be able to apply online for a nomination by the Ontario government under any of these streams.
The specific eligibility criteria of the stream will also have to be met.
Ontario PNP Skilled Trades stream – Basic eligibility | |
(1) Work experience | At least one year work experience in Ontario in any of the eligible skilled trades. |
(2) Valid certificate or license | Ontario has designated 114 recognized trades with apprenticeship programs. Requirements for the trade will be as per a trade being a compulsory trade, or a non-compulsory trade. Trades with exams let you earn a Certificate of Qualification. For some trades, it is possible to get a Red Seal endorsement. |
(3) Currently working in Ontario and legal status in Canada | At the time of applying to the OINP, must be –
· living in Ontario, and · hold a valid Canada work permit. Not required to have a job in Ontario at the time of applying. |
(4) Language | Must be able to understand, read, write and speak – either English or French – at Canadian Language Benchmark (CLB) 5 or above.
A CLB 5 is equivalent to the following in International English Language Testing System (IELTS) test: · Reading – 4.0 · Writing – 5.0 · Listening – 5.0 · Speaking – 5.0 To meet the English requirement, you can appear for either IELTS or Canadian English Language Proficiency Index Program (CELPIP). IELTS is not mandatory. |
(5) Settlement funds | Must have sufficient funds to support yourself and your family when you settle in Canada. |
(6) Intention to live in Ontario | Must intend to settle within Ontario after being granted Canadian permanent residence. |
Supporting documents will have to be provided to validate the information provided and for proving that the eligibility criteria are met.
