Canada Immigration

The New Brunswick Skilled Worker stream is now open to Canada’s Post-Graduate Work Permit [PGWP] holders working in jobs classified in the National Occupational Classification [NOC] as being under Skill Level D.

What is the New Brunswick Skilled Worker stream?

The NB Skilled Worker Stream is for foreign nationals that have the education, skills, and work experience required for contributing to the economy of New Brunswick.

In order to immigrate to Canada through this stream, the candidate must –

  • meet the minimum eligibility requirements of the program,
  • have a valid job offer from a NB employer, and
  • have the clear intention of living and working within NB on a permanent basis.

NB employers that are unable to fill job vacancies locally can recruit international graduates and foreign nationals with skills required in the province.

As per an official notice, “as a temporary measure in response to the challenges posed by the continuing COVID pandemic, the Province of New Brunswick will accept applications under the NB Skilled Worker stream from international graduates working in New Brunswick in a NOC D position” that meet certain criteria.

Generally, international graduates on a federal post-graduate work permit – with their occupation coming under NOC Skill Level D – are not eligible to apply to the Skilled Worker stream of the New Brunswick Provincial Nominee Program [NB PNP].

What are NOC Skill Level D jobs?

Occupations that fall under Skill Level D of the NOC are labour jobs that generally involve on-the-job training.

For example, fruit pickers.

If an individual has their job at Skill Level D, they might be able to –

Those coming to Canada to work on a temporary basis are not permanent residents. Nevertheless, many such eventually take up Canadian permanent residence.

New Brunswick will be accepting applications from temporary residents, provided they meet the following criteria –

  • meet the eligibility criteria of the NB Skilled Worker stream,
  • having graduated from a NB designated post-secondary institution, and
  • hold a federal PGWP issued upon graduation from that particular New Brunswick institution.

The measure announced by the NB PNP is ‘temporary’. Applications meeting the criteria laid down by the NB PNP must be submitted either on or before April 30, 2021.
