Quebec invited 23 applicants to apply for Canada PR in the latest Arrima draw held on 16th January. Candidates were issued invitations under the Quebec Skilled Worker Program.
Quebec had cancelled 16,000 QSWP applications due to the immigration reforms or Bill 9 in June 2019. The applicants invited in the latest draw were among the 16,000 applicants that were rejected last year.
The Quebec Govt. had earlier announced that it would hold draws for the prioritized candidates till 16th January 2020. Hence, it is most likely that the latest draw would be the last one for the ones affected by Bill 9.
To be considered for an invitation, you must have filled an EOI with the Ministry of Immigration, Francization and Integration (MIFI) before 17th December 2019. Also, only those candidates were invited who were already temporary residents living in Quebec during that time. They were either on a Work Permit or a Study Permit in Quebec.
To apply for immigration to Quebec under the Skilled Worker Program, you must first submit an EOI through the Arrima portal. The MIFI then reviews the pool of candidates. Those who meet the labour market needs of Quebec go on to receive an invitation to apply for Permanent Residence.
Quebec introduced the Arrima portal in 2018 to manage the pool of candidates for the Skilled Worker Program. It was initially a first-come-first-served approach but later on, moved to an electronic system for managing applications.
The EOI system of Quebec manages the candidate profiles applying for a CSQ (Quebec Selection Certificate). To apply for Permanent Residence through the QSWP, you must first obtain a CSQ.
To apply for a CSQ, you must first create an EOI in the Arrima portal. Candidates are then placed in a pool and ranked according to their score.
MIFI invites candidates with the highest scores or according to the labour market needs of Quebec. Candidates who receive an invitation can go on to apply for a CSQ within six months.
Candidates who obtain a CSQ can apply for Permanent Residency to the IRCC. They would need to clear the medical and criminal admissibility check. Once verified, they can go on to obtain the Permanent Residency of Canada.
