Express Entry mandates the applicants to possess adequate educational and work experience. Even language skills are required. Meanwhile, those who do not possess job offer do not lose any points, as quoted by the CIC News.

In 2016 the Government of Canada affected diverse changes to the system of Express Entry. It includes decreasing the significance of a Canada job offer to the CRS score of an applicant. Prior to 2016 November, a job offer incurred the applicants 600 extra points. This would practically guarantee the ITA for Canada PR to the applicant.

The changed rules reduced the significance of the Canadian job offer by allocating 50 extra points. 200 points are now allocated only for job roles in Senior Managerial position.
