If they were issued an ITA for permanent residence, the applicants could not enter Canada due to the borders being closed at that time. If their COPR or Confirmation of Permanent Residence ran out of validity, they would not be able to gain Canada PR. This policy was effective till June 2021. To address the draws not being conducted, Canada held multiple rounds of Express Entry draws to issue ITA for the candidates of CEC and formulated the TR2PR or Temporary Residence to Permanent Residence pathway. In September 2021, the Canadian authorities could not process the application from the candidates of the CEC pool and decided to pause the intake of applications. *Looking for jobs in Canada?
