Quebec provides the most accessible paths for employers to hire temporary foreign workers by using the Temporary Foreign Workers Program (TFWP) for vacant positions in the Francophone Province by extending the list of jobs by simplifying the process.

Labor Market Impact Assessment (LMIA)

The new list of occupations also includes 287 targeted occupations to facilitate the Labor Market Impact Assessment (LMIA) process, out of which the 65 occupations were added recently in February.

This list of occupations contains professions under the National Occupational Classification (NOC), consisting of high-demand and industry sectors with huge labor shortages. The the Ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI), regularly streamlines and updates the list of occupations yearly.

The employers here are encouraged to hire a Canadian citizen or a permanent resident from the province of Quebec. If not, employers are encouraged to hire temporary foreign workers to fill the vacant jobs even without providing proof of recruitment.

The LMIA applications are generally required to have a transition plan. The transition plan is needed from the second application request for the given occupation and the location. Under the Quebec facilitated process, no transition plan is required for the first application of an occupation for a specific location.

The wages of the temporary foreign workers must be equivalent to those paid to the Canadians and permanent residents.

Suppose an accumulated agreement covers the position. In that case, the employer has to pay the rate mentioned in the agreement and provide the benefits offered to the Canadians and Permanent Residents.

Quebec employers are looking to hire Temporary foreign workers lower than a median hourly wage and must obey the stream of high-wage positions requirements.
