IELTS is not mandatory for a Canadian work visa, but having a good IELTS score improves the candidate’s chances of easy approval.
For the Canadian work permit, the applicant must have a job offer from a Canadian employer. Most of the Canada Immigration program requires applicants to take language proficiency tests such as IELTS, but some options are available for those who do not meet these requirements.
IELTS stands for the International English Language Testing System, which measures English language proficiency in four sections: reading, writing, listening, and speaking.

This language test is a Canadian standard of measuring English Proficiency for applicants to Canadian PR. CLB describes 12 ability levels in the four different language skills – Listening, Speaking, Reading, and Writing.
The CELPIP exam is an alternative English Language proficiency exam to IELTS. It is compared to be easier than IELTS, as it only focuses on Canada English and includes familiar accents and vocabulary. CELPIP Test ELPIP is described as the simpler English test as it involves easy-to-understand English and vocabulary that is based on everyday situations that most of us might encounter in our daily lives.

There are two types of Canadian work permit without IELTS:
Canada work permit with LMIA is a type of work permit that allows Canadian employers to hire foreign workers if they are unable to find qualified Canadian workers to fill job vacancies. Candidates must complete the labor Market Impact Assessment (LMIA) and get approval from the government. The LMIA does not require applicants to take the IELTS exam for language proficiency.

Canada's official languages are French and English. Applicants who are fluent in French can apply for the French-Speaking Skilled Worker program to opt for a Canada Work visa without taking the IELTS Exam. This program attracts French-speaking candidates who want to migrate to Canada without an IELTS exam.
Though an IELTS score is not mandatory, having one can increase one's chances of getting employed in Canada and increase the CRS score for Canadian immigration. Canada is looking for foreign nationals who have a language proficiency in English.
