Yes, the Open Work permit holders can come to Canada on a temporary permit and later apply for their Canadian permanent residency. Open work permits are usually temporary permits that allow a worker to reside in the country for a certain time period. They are issued either for the purpose to study or work in the country.
Open work permit holders who want to be permanent residents in Canada need to ensure that their application for permanent residency is through pathways that will lead to PR in Canada.
However, suppose an applicant holds an open work permit from the Canadian Experience Class, Live-in Caregiver Program, Atlantic Immigration Pilot Program, or Caregiver Program. In that case, they can become a permanent resident in Canada via that particular pathway.
These are the following pathways through which an open work permit holder can apply for permanent residency in Canada:
Federal Skilled Worker Program (FSWP) is for applicant who are working with a Canadian employer with a temporary work visa they can apply for Canada PR. If they have a permanent job offer of that employer, they are allowed to apply for permanent residency under the FSWP. Such offers are known as arrangement employment. The temporary workers in skilled positions can use their work experience in Canada to apply under the Canadian Experience Class program. This is an alternative for temporary workers who cannot meet the requirements of Federal Skilled workers.
Applicants under the CEC must have at least two years of Canadian work experience and complete post-secondary studies in Canada with one year of work.
Every province has a PNP program that allows provinces to nominate foreign workers to apply for permanent Canadian residency. Applicants who apply under the Provincial program must intend to reside in that province. The application process for permanent residency under PNP can take 12-18 months.

Temporary foreign workers can apply for Canada PR through the Quebec Experience Class (QEC). Applicants under the QEC must have worked in Quebec in a skilled position for one year and speak French at an intermediate level. The province of Quebec will give applicants a Quebec Selection Certificate, allowing them to have permanent residence status.
