Claresholm is one of the 11 communities selected for the Rural and Northern Immigration Pilot.
A town located in the southern part of the province of Alberta in Canada, Claresholm is about 125 kilometres south of Calgary.
As per a News Release dated June 14, 2019, a total of 11 communities were selected to “attract newcomers to support middle-class jobs”.
As per the Immigration Minister, Ahmed Hussen, the federal government of Canada had chosen the new rural immigration program for gaining new workers as well as citizens that were badly needed for boosting dwindling economies.
As part of the Pilot, while the rural employers will get to directly select immigrants for hiring, the immigrants will get to choose from either of the 11 communities for taking up permanent residence.

As per the Claresholm Economic Development Committee, “Claresholm will be part of the second-phase launch of the program with criteria being determined in the fall 2019, and applications being accepted as early as January 2020”.
Eligibility criteria for RNIP:
According to the Claresholm Economic Development Committee, the Rural and National Immigration Pilot (RNIP) is “an employer-driven program that facilitates the hiring of newcomers to Canada”.
All principal applicants that will be arriving in Claresholm under the RNIP must have –
- A valid job offer from a designated employer,
- An individualized settlement plan, and
- Endorsement of the local Economic Development Committee.
Process flow for RNIP:
When a designated employer comes across a candidate meeting their employment requirements as well as fulfilling the RNIP criteria, the employer would have to begin the process by offering the candidate a job.
Under RNIP, there is no requirement for the employer to get the Labour Market Impact Assessment (LMIA).
Once the candidate accepts the job offered, the employer will have to connect that particular candidate with a designated settlement service provider organization to get a needs assessment done and to come up with a settlement plan.
As part of the RNIP, the employer will have to support the long-term integration of the immigrant and the immigrant’s family once they arrive in Canada.
In situations where a job vacancy must be filled up quickly, the employer will have access to a temporary work permit in order to get the employee and his/her family to Canada at the earliest possible.
Requirement for work permit:
To obtain the work permit, the candidate must have –
- A valid job offer,
- An endorsement from the Economic Development Committee, and
- A commitment to apply for permanent residence within a certain period of time.
It is estimated that more than 2/3rds of the immigrants coming to Canada settle down in big cities. This has led the municipal leaders in smaller communities and towns to look at ways to attract migrants.
The 11 communities selected for the RINP will receive a wide range of supports for testing the Pilot programme.
The RINP has been designed keeping in view the success of the Atlantic Immigration Pilot for the 4 provinces of – Newfoundland and Labrador, New Brunswick, Nova Scotia, and Prince Edward Island.
While before the introduction of the Atlantic Immigration Pilot, Nova Scotia had a 60% immigrant retention rate, the retention rate had risen to more than 90% after the launch of the Atlantic model.
