New Strategy by Canadian Immigration Minister

Sean Fraser, Immigration Minister of Canada tabled a new plan to amplify the existing pathways to provide permanent residents to Temporary workers and international students. The temporary workers and the foreign students who have significant work experience in the sectors that have shortages in the workforce.

Five-pillar approach for TR to PR

The new strategy provides a 5-pillar approach to the IRCC (Immigration, Refugees, and Citizenship Canada) to follow necessary steps that convert temporary visa holders to permanent visa holders.  

Pillar 1:

The Canadian government is to utilize the existing targets of immigration that were outlined in the Immigration Levels Plan 2022-2024. Canada is expecting a record number of 431,645 newcomers to enter the country by end of this year. The Immigration Minister needs to prepare a new Immigration Levels Plan 2022-2025 by November 1, 2022.

Pillar 2:

Canadian government also plans to reform and alter the Express Entry system. With this, the IRCC can invite the candidates depending on the economic goal. The new Express Entry draws based on this will begin from 2023

Pillar 3:

IRCC to adopt the new occupation classification system codes of 2021 on November 16. The 16 new occupations have been added to the system which will become eligible for Express Entry, and 3 of the previously eligible occupations will be removed. The Canadian government concentrates to provide and improve access to updated information for newcomers. To make sure that the new immigrants satisfy the mandated requirements and qualifications and then they can get connected to federal and provincial or territorial immigration pathways. This move eliminates the barriers that were there for the physicians and the other methods to transition essential workers whose occupations are in high demand. This also improves the pilot programs that are aligned with the permanent residency pathways for Agri-food workers and caregivers.

Pillar 4:

The government is currently working with the Provinces, Territories, and employers of Canada to improve PR pathways like PNP (Provincial Nominee Program). IRCC plans to increase the instance of immigration through French outside Quebec and also add a new MNP (Municipal Nominee Program).

Pillar 5:

IRCC is planning to increase the processing capacity, betterment of client experience, and modernization of the immigration system using technological improvements. The main intention is to improve the processing times that allow newcomers to become Canadian sooner.

• Prioritizing the essential service occupations under the new immigration
