Recently, Quebec has revealed details of the fourth Arrima draw held in 2020. On December 16, 2020, a total of 233 invitations have been issued to skilled workers through Quebec’s Regular Skilled Worker Program [QSWP].
The previous provincial draw – the largest draw by Quebec in 2020 – was held on September 24, 2020.
The creation of an Expression of Interest profile in the Arrima portal is the first step for immigrating to the province of Quebec as a skilled worker. Quebec is the only province in Canada that is not a part of the Provincial Nominee Program [PNP] of Canada.
Regular invitation exercises are carried out by Quebec’s Ministry of Immigration, Francisation and Integration [Ministère de l'Immigration, de la Francisation et de l'Intégration] on a regular basis, as per the local market requirements as well as the integration potential of immigrants.
There were 2 specific types of immigrants targeted in the latest December 16 Quebec draw. Invitations issued by Quebec went to individuals –
A “validated offer of employment” |
Been staying in Quebec as “as a diplomat, consular officer, representative or official, duly accredited, of a foreign country or of the United Nations or any of its agencies or of any intergovernmental organization of which Québec or Canada is a member and who carries out official duties in Québec, or is a member of the staff of any such diplomat, consular officer, representative or official” [as per Section 26 of Québec Immigration Regulation (CQLR, chapter I-0.2.1, r. 3)]; |
All the individuals above-mentioned that had filed their EOI with the Arrima portal on the date and time of extraction from the Arrima bank – December 22, 2020 at 6:30 am – were issued invitations.
The specified individuals that had filed their EOI afterwards will be invited in the next invitation exercise by Quebec.
Those invited by Quebec can proceed to submitting – within an average period of 6 months – their application for permanent selection for obtaining a Certificat de sélection du Québec [CSQ], commonly referred to as the Québec Selection Certificate. The 6-month period will be considered to begin on the date that all the information required for processing their application – that is, documents and forms – have been duly received and added to their files. These individuals can then submit their application for Canadian permanent residence to Immigration, Refugees and Citizenship Canada [IRCC]. |
Introduced in 2018, the Arrima portal manages the pool of applicants for the QSWP, simplifying an application intake system previously based on a “first-come, first-served” approach.
For 2021, Quebec plans on welcoming up to 47,500 newcomers to the province.
