Prince Edward Island has released details of the 3 draws – March 23, April 27, and May 15 – held by the PEI’s Provincial Nominee Program [PEI PNP]. These draws were held after the COVID-19 special measures were put in place in Canada.

29 immigration candidates have been issued invitations to apply for a provincial nomination for Canada PR in the course of the 3 draws combined.

Candidates from the Labour Impact and Express Entry categories that were working in essential services industries – such as trucking or healthcare – were invited in these draws.

Generally, candidates under the Business Impact category are also included in the Expression of Interest [EOI] draws that are held by the PEI PNP. Nevertheless, the Business Impact Category of the PEI PNP was not included in the draws held since March 2020.

Express Entry

The nomination of a candidate through the PEI PNP greatly increases their chance of being issued an Invitation to Apply [ITA] from the federal government of Canada in the subsequent draws to be held from the Express Entry pool.

A provincial nomination gives 600 additional points that are added to the overall CRS score of the candidate’s profile in the Express Entry pool. By CRS is meant the Comprehensive Ranking System used to determine the priority in which individual profiles are to be considered while in the Express Entry pool.

It is the highest-ranked candidates that receive ITAs in the draws that are held. The minimum CRS cut-off required varies from draw to draw.

Recently, Express Entry Draw #148 on May 15 invited candidates with a CRS of 447. This is the lowest CRS requirement recorded in any federal draw to be held in 2020 so far.

To be considered for a nomination under PEI PNP’s Express Entry category, the candidate must be eligible for at least 1 of the federal economic programs – Canadian Experience Class [CEC], Federal Skilled Trades Program [FSTP], or Federal Skilled Worker Program [FSWP] – that are managed by the Express Entry System of Canada.

The candidate must create a profile in the federal Express Entry System thereby ensuring that their profile is placed in the pool of candidates.

While a job offer in PEI is not mandatory, priority will be given to candidates that are already working and living in the province.

Labour Impact

The Labour Impact category is for foreign nationals that have a valid job offer as well as support from a PEI employer and would like to apply for being provincially nominated by the PEI PNP for Canada PR.

There are 3 pathways to Canadian permanent residency under the PEI PNP’s Labour Impact category –

  • The Skilled Worker Stream
  • The Critical Worker Stream
  • The International Graduate Stream

Before submitting an EOI, the candidate must ensure that they meet the eligibility criteria.
