The federal government of Ottawa is offering low-cost loans.

The federal government offers low-cost loans, $40 Billion, to students in postsecondary institutions and builders. The low-interest loans program provides low-cost financing to students to build more rental houses. This initiative reduces the cost of housing for students in college and university towns across the country. The housing announcement was widely welcomed by organizations representing Canada’s postsecondary sector, but some expressed concerns about the construction steps and institutions' capacity to pay.

The application for the program is expected to start in the fall of 2024, and the Ottawa government expects to have agreements with institutes in place by the end of this year. The government said the low-interest loans Program intends to build 101,000 new rental homes across Canada by 2031-32.

To address the system's integrity, Immigration Minister Marc Miller announced a two-year cap on international student visas to reduce the pressure on students.

  • This program will ease pressure on the housing market by freeing up existing housing supply in communities.
  • Reduce the cost of housing for all students in college and university towns nationwide.
  • Some colleges and universities own large regions of land, making it easier to build housing more quickly.

Universities operate around 72,000 student spaces.

Steve Orsini, president of the Council of Ontario Universities, said universities operate around 72,000 student spaces and have increased by 6,400 over the past five years and are looking forward to building 12,000 spaces annually within about five years. Mr. Orsini said it would require all levels of government to work together, including Ottawa providing the loans, provinces including residences in housing targets, and municipalities’ fast-tracking approvals, particularly for high-density areas near transit.
