OINP September 2020 Update: Ontario to move to EOI system soon

Among the noteworthy developments with the Ontario Immigrant Nominee Program [OINP] in September 2020 is the opening – as well as closing – of the Masters Graduate stream of the OINP.

While the stream opened successfully on September 29, 2020, the same “closed when the internal registration limit of 1,215 was met”. As per the OINP, “the stream is now closed and no additional registrations for this stream will be accepted”.

The OINP’s Master Graduate stream offers a pathway to Canadian permanent residence in Ontario for those with a master’s degree from an Ontario university.

International students that have graduated from an Ontario university might be eligible for applying through the Masters Graduate stream of the OINP. No job offer is required. There is also no requirement of being in Canada at the time of applying through the OINP stream for international students.

On September 8, the OINP has announced that “Ontario will be transitioning onto an Expression of Interest [EOI] system”. The proposed regulatory amendments will enable the OINP to more strategically manage intake, increase the OINP’s labour market responsiveness, along with allowing the OINP to better respond to the regional labour market needs.

As per Proposal 20-MLTSD 010 posted on September 8 on Ontario’s Regulatory Registry, Ontario “is seeking public input on proposed amendments” that would be introducing an EOI system for the following OINP streams –

Employer Job Offer category

  • Foreign Worker
  • International Student
  • In-Demand Skills

Masters Graduate

PhD Graduate

The amendments, posted on Ontario’s Regulatory Registry are open for “public consultation for 45 calendar days”, encouraging the public to provide feedback on these proposed changes.

The consultation period will end on October 23, 2020.

From 2021, Ontario PNP expects to introduce a score-based Expression of Interest [EOI] system in place of the existing mode of processing applications on a first-come-first-served basis.

No OINP draw was held in September 2020 from Ontario’s Express Entry Human Capital Priorities stream. The previous OINP HCP draw was held on August 26, 2020. Another 21 entrepreneurs received invitations in an August 27 draw.
