New language test for Canadian immigration - IRCC

Objective

• A new language test has been approved for Canadian immigration, which will get implemented by mid-2023.

IRCC designed a new language test

IRCC approves a new language test for economic class immigration applicants. Immigration, Refugees, and Citizenship Canada (IRCC) expects that this new test will be implemented by the middle of 2023.

The name of the new test has been redesigned on information requests given by various authorities. Presently, there are four assigned organizations for Language tests.

For English - IELTS, and CELPIP and for French – TEF, and TCF.

Although the currently designated organizations for language tests are meeting the demand of immigration and citizenship applicants, the continuous demand for new language test providers, and the rise in demand for immigration and citizenship applicants across the globe, IRCC has decided to look for improvements and released a memo.

IRCC to evaluate the CLBs that are lined up with the CLBs with CEFR

Currently, IRCC is exploring the Canadian Language Benchmark (CLB), with respect to the Common European Framework of Reference (CEFR). Rather than giving scores on a scale from one to seven, the CEFR-test takers can now get scores on the alpha-numeric scale with A1, A2, B1, B2, C1, and C2.

The memo provides a memo that talks about the research on the CLB levels to make sure that the currently approved language tests must be equivalent in terms of the level of difficulty and also the purpose of the test.

French Language testing must not be neglected

There is more demand for French-designated organizations to enhance their testing capacity. Therefore, in addition to TEF and TCF, a new appointed French testing has been added to evaluate the potential increase in demand.

Chronicles of language tests

Until now, IRCC has been accepting language test results from nominated organizations only as proof of language proficiency. This process of proving the language's ability to make sure it is a fair and transparent process.

The authorities will initially designate a language testing organization and then approve it for evaluating the language ability of the immigration applicants, and now this role has been deputed to the Director of Economic Immigration Programs and Policies.

Who needs a language test?

Most of Canada's economic class immigration programs mandate candidates to complete a specified language test in English or French. The language proficiency test plays a major role in testing the language competency among the candidates to establish the Canadian economy by the Canadian government.

The ancestry and refugee class immigrants need not complete a language test as they get admission to Canada for social and humanitarian purposes.

After applying for Canadian citizenship, candidates between the age gaps of 18 to 54, must provide their language proficiency in either English or French. The results will provide the proficiency and which will be later approved by IRCC.

Rules and regulations by the Canadian Government for this language proficiency demonstration vary for the designated learning institution in Canada and these rules are part of the study permit approval process.
