Manitoba, with its name coming from an Indian word meaning “the god who speaks”, is one of the Prairie Provinces of Canada. By Prairie Provinces is meant the three provinces – Alberta, Saskatchewan, and Manitoba – that lie in the Great Plains region of North America. Together the Prairie Provinces constitute the wheat-producing region of Canada. These are also a major source for potash, natural gas, and petroleum.
In 2019, the Manitoba Provincial Nominee Program (MPNP) celebrated its 20th Anniversary with the byline “Celebrating 20 years of welcoming newcomers and growing through immigration”.
Incidentally, MPNP enjoys the unique distinction of being Canada’s First Provincial Nominee Program.
From the 418 provincial nominees that arrived in Manitoba in 1999, to the present, MPNP has come a long way indeed.
In its latest draw held on December 19, Manitoba has invited almost 200 international graduates as well as skilled workers from Manitoba with an Expression of Interest (EOI) profile to the province to apply for a provincial nomination.

International Education Stream | 17 |
Skilled Workers Overseas | 17 |

With this, total LAAs sent in 2019 so far are 7,545. |
Of the total 183 that were issued LAAs in the latest Manitoba draw, 16 went to candidates that had a profile in the Express Entry pool.
What immigration categories are managed by Express Entry?
The Express Entry system of Canada manages the candidate pool for 3 economic-class immigration categories –
When in the pool, a candidate’s profile is ranked against others on the basis of certain criteria, such as – age, education, work experience, language ability etc. These are given Comprehensive Ranking System (CRS) points. Highest-ranking candidates are then invited in the subsequent draws held from the EE pool.
Provinces in Canada taking part in the PNP invite EE candidates as well. In the December 19 draw, MPNP sent 16 LAAs to candidates that had declared a valid Express Entry ID as well as a job seeker validation code.
What are the basic eligibility requirements for EE candidates to be considered for MPNP?
While there are various other factors to be considered, to be eligible for the MPNP, a candidate with EE profile must have –
An EOI is an online profile that is ranked on the basis of total 1,000 points. In the latest December 19 draw held under MPNP, while the lowest EOI score considered under Skilled Workers in Manitoba Stream was 542, the lowest EOI score under Skilled Workers Overseas Stream was 559.
