90% of Canada PR Invitations were offered to immigrants without a job offer in Express Entry in Q1 & Q2 – 2017. This has been revealed by the data revealed by Immigration, Refugees, and Citizenship Canada. These have also been the largest beneficiaries of the targeted changes to the rankings of candidates.
Immigration, Refugees, and Citizenship Canada revealed that 90% of Canada PR Invitations were obtained by immigrants who did not have a job offer. This was for the period Q1 –Q2 in 2017. 11 months earlier when the points were not reduced for a job offer by Immigration, Refugees, and Citizenship Canada, it was 62%.
The statistics revealed by Immigration, Refugees, and Citizenship Canada confirm that reduction of points for job offer has transformed the scenario for ITAs. It is now in favor of candidates who possess higher scores for human capital. This is specifically true for Federal Skilled Worker Class candidates in Express entry, as quoted by the CIC News.
Factors included in Human Capital are work experience, education, proficiency in French and English, and age. These together offer a candidate the core score in Comprehensive Ranking System. The maximum points can reach up to 600. IRCC said in its report that the human capital factors are strongly aligned with the potential to earn a high salary.
Change to additional CRS points for a job offer in Canada witnessed reduction to points between 200 and 50 from 600 based on the position. Other changes include extra points for study in Canada. The constituents of a qualifying job were also broadened. The time that is available for candidates to submit completed application after receiving ITA for Canada PR was also increased.
