Canada: What attracts immigrants to smaller communities?

As per the Institut de recherche sur l’intégration professionnelle des immigrants (IRIPI), a technology transfer centre of Collège de Maisonneuve in Quebec, there is a need for developing innovative immigration regionalization practices.

According to IRIPI, in keeping with the global phenomenon of urban centres getting the highest concentration of immigration, in Canada, the majority of the immigrants are concentrated in Montreal, Toronto, and Vancouver.

Regionalization, or the process of promotion of immigration to smaller provinces, cities as well as towns throughout Canada, is the perfect formula for attracting immigrants to smaller communities.

What attracts immigrants to any place?

The Canadian model has established that when an immigrant settles in Canada, there are 4 factors that drive his decision – employment, infrastructure, supports, and community.

While immigrants can be attracted by employment opportunities, their retention will be determined to a large degree on their skills matching the jobs that they find themselves employed in. Another factor is that of successfully matching the spouses of the immigrants with relevant job opportunities as well. There is more the reason to stay back if both the spouses are gainfully employed.

Infrastructure is also important. While a province might be welcoming of immigrants, the same province must also be physically equipped to handle newcomers. Requisite infrastructure – affordable housing, libraries that have multilingual content, public transportation, recreational facilities – are all necessary for newcomers for successfully settling down.

Supports, a wide range of them too, provide a significant advantage in attracting as well as retaining immigrants. In Canada, there are 500+ organizations providing various supports to immigrants, which include – finding a doctor, opening a bank account, language training, enrolling their children in schools etc.

Community also goes a long way in making any immigrant feel welcome. A sense of community is where the locals accept and embrace immigrants belonging to different parts of the world, thereby making the immigrants feel that they do belong.

Canada’s Provincial Nominee Program (PNP) is targeted at attracting immigrants to various provinces. In keeping with the local demands of the labour market, provinces regularly hold draws under the PNP. Often the Comprehensive Ranking System (CRS) cut-off is much lower as compared to the cut-off for the Federal Express Entry (EE) program.

Though Quebec is not a part of PNP, it has its own program for inducting immigrants – Quebec Skilled Worker Program (QSWP).
