US: Joe Biden plans to increase H-1B limit, do away with country quota

As part of a comprehensive immigration reform, Biden administration plans to increase the number of high-skilled US visas – including H-1B – as well as eliminate the country quota on the US employment-based visas issued.

As per reports, the immigration reforms could either be announced all together or separately.

Joe Biden is expected to reverse the move by the Trump administration of revoking work permits to the spouses of holders of H-1B visas.

According to The Hamilton Project’s A Dozen Facts about Immigration [published October 2018], “By increasing the number of workers in the labor force, immigrants enhance the productive capacity of the US economy. One estimate suggests that the total annual contribution of foreign born workers is roughly $2 trillion, or about 10 percent of annual GDP”.

As per “the Biden plan for securing our values as a nation of immigrants”, Joe Biden plans on restoring and defending the naturalization process for green card holders by streamlining and improving “the naturalization process to make it more accessible to qualified green card holders”.

By removing the existing roadblocks to naturalization, Biden seeks to restore faith in the citizenship process.

According to the policy document of the Biden campaign, Biden will be working with Congress to first “reform temporary visas” for establishing a wage-based allocation process, along with establishing enforcement mechanisms for ensuring they are aligned with the labour market and not used for undermining wages.

Consequently, Biden will support the expansion of the number of high-skilled visas, along with eliminating the limits on employment-based visas by country that lead to “unacceptably long backlogs”.

In an attempt at modernizing the immigration system of the US, Biden plans to –

Create a roadmap to citizenship for the nearly 11 million people who have been living in and strengthening our country for years

Reform the visa program for temporary workers in select industries

Reform the temporary visa system

Provide a pathway for the legalization of agricultural workers that have worked for years on US farms, continuing to work in agriculture

Reject the false choice between employment-based and family-based immigration

Preserve preferences for diversity in the current system

Increase the number of visas offered for permanent, work-based immigration based on macroeconomic conditions

Create a new visa category to allow cities and counties to petition for higher levels of immigrants to support their growth

Enforce the rules to protect American and foreign workers alike

Expand protections for undocumented immigrants  that have reported labor violations

Increase visas for domestic violence survivors

Immigrants bring in tremendous economic, cultural, and social value to the country that they move overseas to.
