The Study Permit processing interim measure is inapplicable now for Quebec DLIs owing to the provincial regulatory changes to the Certificate of Acceptance to Quebec. This measure was introduced for study permit processing for Designated Learning Institutions in Quebec.
Before June 30, 2017, officers were in a position to utilize the unique DLI number O19495718351 assigned for Quebec. This was applicable for institutions that did not possess an assigned number for DLI.
On the other hand, the interim measure has been removed as the program delivery instructions have been revised. Institutions in Quebec are now required to possess their separate and individually assigned numbers for DLI, as quoted by Canadavisa.
Prior to June 30, 2017, an overseas student who received a CAQ for post-secondary education in Quebec was eligible for receiving Study Permit. This was applicable even if the institution was not on the list of the government of Canada.
It was announced by the Ministry of Immigration in Quebec that from June 30, 2017, onwards overseas students must be admitted to a designated learning institution. This was applicable for all students who intended to study a training program in Quebec with more than 6 months duration.
A designated learning institution is an institution that is accredited by the Canadian government for the purposes of overseas studies. Quebec has now made it mandatory that overseas students who intend to study in an institution in the province must possess an acceptance letter from an institution that is included in the list of designated learning institutions of the government. This is to ensure that overseas students possess all essential requirements to apply for the Certificate of Acceptance to Quebec - CAQ.
