Romania will offer 7000 Work Permits in 2018 to immigrant workers, which is 1500+ over 2017. This has been revealed by the Government of Romania in its Official Gazette vide part I, 1040, December 29, 2017. The government has added 1500 more work permits to the allocation of 2017 which brings the 2018 allocation to 7000 Work Permits.

Below is the break-up of the work permits that will be offered to non-EU immigrants workers in 2018 by Romania:

  • Local recruits: 4000, up from 3000 in 2017
  • Assignees: 1200, up from 700 in 2017
  • Intra-company transferees: 700, same as 2017
  • Highly expert workers (EU Blue Card): 500, same as 2017
  • Seasonal employees: 400, same as 2017
  • Trainees: 100, same as 2017
  • Cross-border staff: 100, same as 2017

The work permit quotas for Romania commence from 1 January every year. These are decided by the government annually. It is based upon the inputs given by the Labor Ministry of Romania. The quotas for 2017 were exhausted in the month of November itself, as quoted by the Euronews.

The quota of 7000 Work Permits in 2018 for Romania will not affect certain categories. This includes ICTs, highly expert immigrant workers, and interns.

The impact of the exhaustion of quotas is as below:

  • The applications for work permits will be processed if the fresh quotas are declared within one month of the date of lodging of awaiting applications
  • If the fresh quotas are not released within one month of lodgment date of awaiting applications, the last date will be extended by 2 weeks. It is unclear if the extension is by default or upon request.
  • In case if the fresh quotas are not declared within 45 days of the submission of awaiting applications, they will be rejected.

It must be noted here that supporting credentials may require updating if they are invalid when the pending applications processing is on hold. Also, the Migration authorities can accept an application for secondment job permits and local hires even prior to the release of fresh quota.
