Quebec to end the backlog of 18,000 SWP petitions

The Quebec Government will eliminate the backlog of 18,000 Skilled Worker Program applications submitted before 2 August 2018. As per the plan, all the applications submitted prior to this date that are yet to be approved will be cancelled. It also includes those applications that are rejected or refused. This will effectively clear the backlog of almost 18,000 applications. The Government processing fee will be refunded, as quoted by the CIC News.

Ending the backlog for SWP is among the several proposals in the new immigration bill. This was tabled by the new Coalition Avenir Québec Government on 7 February. The new bill also seeks to modify the Quebec’s Immigration Act. This emphasizes the responsibility of the immigrants to learn French and Quebec values.

The new Government also tabled the possibility of placing conditions on Canada PR. This move could land it in the Court. The Government has said that its goal is to ensure that immigrants to the province are integrated better. Thus they will be equipped better to succeed in the labour market of Quebec, it added.

Eliminating the SWP backlog is essential for these efforts said Simon Jolin-Barrette the Immigration Minister of Québec. This will also permit his Ministry to suitably adapt the immigrants to the real labour need in the province through SWP. It will also reduce the processing times for application to 6 months from 36 months, he added.

The Immigration Minister accepted that this is a strong measure. But it is possible only through this to break the no longer acceptable stalemate, he added.

Simon Jolin-Barrette observed that these applications that are in the backlog were submitted when the SWP operated on the basis of 1st come, 1st served. This was not in conformity with the labour needs of Quebec, he explained.
