Quebec new deals to hire and retain temporary workers overseas

Quebec to provide open work permit to retain temporary foreign workers

The Canadian government has implemented easier procedures to hire temporary workers in Quebec.

After having long discussions with the Canadian federal government, Quebec has announced three new measures to meet the needs of employers and businesses facing labor shortages.

Quebec is the first province to get such an agreement among all other provinces and territories in Canada. The three new measures implemented by Quebec are:

·       Making the Temporary Foreign Worker Program (TFWP) more flexible for easy hiring;

·       Providing access to an open work permit for some holders of a Certificate de sélection du Québec (CSQ) awaiting permanent residency in Quebec;

·       Issuing a work permit to holders of a CSQ from abroad and who are awaiting permanent residence.

Temporary Foreign Worker Program

The percentage of hiring foreign nationals was increased from 10 percent to 20 percent. This will be for certain sectors like low-skilled, high-demand occupations to facilitate fast processing. The Quebec government will work with the provincial consultation body to identify the activities and benefits of the measure.

Open Work Permit for Permanent Residence Applicants

Quebec's request for Open work permit for Permanent Residence Applicants was also approved by Ottawa. Temporary foreign workers can get an open work permit and continue their work while awaiting a decision for PR in Canada.

But the applicants who applied through the province Quebec are not allowed for this permit.

From August 31, 2021, workers having CSQ in the skilled worker category and have a receipt stating that their application is received for PR by the federal government will be benefited from the open work permit.

International Mobility Program Plus (IMP+)

IMP+ is the new pathway that assures the 7,000 work permits with an exemption from LMIA (Labor Market Impact Assessment) to few CSQ holders who are still overseas. The IMP+ will allow individuals from other nations to arrive in Quebec and fill the employment needs in certain key sectors of the Quebec economy.
