Qatar removes Exit Visa requirement for foreign workers

Migrant workers, domestic staff and other groups will no longer need Exit Permits to leave Qatar. Earlier, all foreign workers in Qatar had to have authorization from their bosses to exit the country. However, from now, only military personnel would need Exit Permits to leave the country.

 

Qatar has been chosen to hold the 2022 World Cup. Ever since Qatar has made numerous reforms to its employment regulations. One of those reforms was scrapping the Exit Visa requirements for foreign workers. This includes oil and gas workers, civil servants and employees of Govt. organizations like Qatar Airways.

 

Mohd. Al-Obaidly, Undersecretary for the Labour Ministry, said that now domestic workers could enter and exit Qatar without the need for their employer’s permission. Qatar is working on the whole system of labour legislation.

 

Under the new rules, domestic workers must give a 72-hour notice to their employers before exiting Qatar.

Companies in Qatar will be allowed to designate 5% of the staff as “responsible roles” who may still need approval before exiting Qatar.

 

There are more than 2 million foreign workers in Qatar. Most of these workers are either directly or indirectly working on major infrastructure projects for the upcoming 2022 World Cup.

 

Qatar, in February 2019, said that it was committed to workforce reforms refuting allegations by an Amnesty International report that the country failed to stop the abuse of workers.

 

Houtan Homayounpour, head of the UN Agency in Qatar, said that the International Labour Organization had welcomed the reforms made by Qatar. The new reforms will benefit millions of foreign workers working in the oil-rich country.

 

Besides the removal of Exit Visas, Qatar has also announced that by October it will remove the need for some workers to obtain their employer’s permission to change jobs.

 

Qatar is also planning to introduce a permanent minimum wage by the end of this year. This will take the place of the current temporary minimum wage of just $200 per month.
