Some overseas students are misusing Visa for PR according to the assessment of the New Zealand Ministry of Employment, Innovation, and Business. It has said that the fresh PR holders in New Zealand are less skilled when compared 5 years earlier.

The assessment of the Ministry advises New Zealand ministers regarding the effect of changes planned by the government led by the Labor Party. It says that the intention of the government is to eliminate back-door residence to students who intend to study and then obtain PR.

Overseas students can work in New Zealand upon completion of their studies. The documents of the Official Information Act have say that some overseas students misusing Visa for PR. These would have otherwise not been eligible for PR it adds, as quoted by the Radionz Co NZ.

The officials of the Ministry of Employment, Innovation, and Business in New Zealand have said that the rules are one of the factors in the gradual skill level decline for PR holders. This is specifically for the last 5 years, they added.

The then federal government had relaxed the standards for English language proficiency in 2013. This had resulted in an increased inflow of overseas students to New Zealand by more than 100% in 2015. The standards for language proficiency were once again enhanced in 2016.

The officials of the New Zealand government further elaborated that 12,000 overseas students obtained ‘open visa post-study in 2017. These would have been unable to do so if the new rules were in place last year, they added.

The documents of the Ministry also summarize the risks posed by the crackdown on overseas student visas. These include the decrease in funds for overseas education sectors, short-term labor shortages and harm to international ties.
