Norway offers university-level education free of cost to all students that include overseas students as well irrespective of their nationality. They are only required to pay the semester fess that is around 74-37 US $. Most of the programs at the undergraduate level are taught only in the Norwegian language. Overseas students are required to prove proficiency in this language for studies at the undergraduate level.
English language programs are more common at the Master’s and Doctoral level and are free of tuition fees. Educational requirements

Undergraduate programs
Applicants of Undergraduate programs in Norway must have completed advanced level secondary education. This must be on par with the passing of exam at the end of secondary school in Norway. This is the common fundamental requirement for entry into universities and university colleges in Norway.
Master's programs
Applicants of the Masters’ programs must have usually earned a Bachelor’s degree or equivalent with duration of at least 3 years. The degree must be inclusive of courses on par with minimum one and half year’s full-time studies in a subject that is relevant to the applied program in Norway.
Norwegian Identity Number
Overseas students who will stay in Norway for more than 6 months are required to enroll with the National Registry to obtain a Norwegian Identity Number. This is an 11 digit ID number that includes your birth date with 5 digits personal number.
