Qatar plans to end the controversial rules that required migrant workers to obtain permits from their employers to exit the country. The country will also change the rules that blocked some employees from changing companies without their employers’ permission. The announcement was made last Wednesday.
Qatar will be hosting the 2022 World Cup which has led to a huge spike in construction programs that hire overseas workers. The country has thus made numerous changes to its “kafala” sponsorship system.
The previous sponsorship system required migrant employees to obtain permits to exit the country. This often led to abuse and exploitation at the hands of shady employers.
Qatar had ended the Exit Visa for certain employees but the recent announcement extends it to all migrant workers. A new law regarding minimum wage and one for the transfer of employees to a new company has also been passed. Yousuf Mohd. al-Othman Fakhroo, Labour Minister, confirmed the same at an event in Doha.
Minister Othman has not revealed the minimum wage, however, the Qatar Govt. has set it at 750 Riyals provisionally per month.
More than 2 million migrant workers work in Qatar. A majority of them work directly or indirectly for infrastructure projects for the upcoming World Cup.
An Amnesty International Report in February stated that there was widespread abuse of foreign workers even though Qatar had been selected to host the World Cup 2022. The Gulf country refuted the claims saying that it is committed to labour reforms.
Qatar has announced that it is on its way of introducing the labour reforms in time for the World Cup 2022.
