Japan looks forward to creating an Immigration Ministry

Japanese officials in Tokyo now envision creating an Immigration Ministry in the future. This is even while the Government launches the new agency for immigration in April 2019.

Japan is now all set to accept several lakhs of overseas workers to address the acute shortage of workers. The Immigration Bureau will become an agency under the Ministry of Justice in 2019. This is after the approval of legislation by the Parliament – Diet last week.

The Immigration Agency will offer guidance to firms that accept overseas workers under the freshly created Japan Visa streams. It will also conduct uninformed inspections. The Ministry of Justice has sought additional budget for hiring fresh 585 staff. This is for filling posts such as Immigration Officers, Security Personnel, and various others.

If a proposal for further upgrading is made, it will require increased allocation of authority and staff. It will possibly require creating a new Immigration Ministry. This will make it independent of the Ministry of Justice. A Ministry in charge of Overseas Residents may be possible in the future. This was indicated by a senior official of the Justice Ministry recently, as quoted by the Japan Times.

As of now, there are concerns regarding the prospective understaffing at the new Immigration Agency.  The Government anticipates that roughly 3.45 lakh people will obtain a new visa for skilled workers in the coming 5 years.

The Government may further enhance the numbers of overseas workers arriving at the nation under the new Visa streams. This is if the acute shortage of workers further deteriorates.

The industry stakeholders have demanded that the Government enhances its involvement. This is to avoid dubious mediators from bringing in workers to Japan. In this scenario, the government may permit the agency to evolve in the Immigration Ministry in the future. This is as per one of the senior officials of the government.
