The 'International Migration Outlook: 2023' shows that, among OECD member countries, India tops in the flow of New Migrants, where as China has the large number of international students coming. OECD consists of 38 developed and rich member countries, and attracts students and migrant workers.
For the second year in a row, India was the primary source of origin in 2021, accounting for 7.5% of all flows, with an outflow of 4 lakh new migrants, excluding students. This was still a miniscule of 3% increase over the 2019 report. There were only 2.2 lakh flows in 2020, due to the pandemic. With 2.3 lakh new migrants of the overall flows, China came in second place, followed by Romania, which had almost 2 lakh new migrants of the total flows.

The consistent flow of foreign students, who are mostly from China and India, benefits OECD member nations. Of the 43 lakh international students registered in OECD member nations in 2021, China accounted for the majority with 8.9 lakh students. The number of Indian students in 2021 was 4.2 lakh, same from 2020. With 1.3 lakh students, Vietnam was the third-ranked country.
US hosted about 8 lakh international students, or nearly one-fifth of all international students in the OECD and UK hosted 14% of all international students, or 6 lakh, and Australia hosted 9% with 3.8 lakh students.
