Canada’s new initiatives to boost francophone immigration

Marc Miller, the Minister of Immigration, Refugees, and Citizenship, announced a comprehensive set of measures to encourage Francophone immigration outside of Quebec.

 

This announcement introduces a new Francophone immigration policy, the revival and extension of Welcoming Francophone Communities initiatives, a new program specifically designed to assist Francophone immigration and aims at implementation of the Action Plan for Official Languages.

 

The new strategy will support the expansion of Francophone minority communities and will reduce labor shortages by including initiatives such as recruitment support and promotion.

Importance of French speaking candidates in Canada

The Official Languages Act gives the federal government of Canada the authority to promote and protect the status of both official languages, French and English. This includes promoting the equal status of English and French in official institutions and society, and assisting in the growth of the nation's minority communities who speak French and English.

 

Francophone Immigration Support Program will receive funding from the government

The government will fund for fourteen Canadian communities in order to support the integration of French-speaking immigrants. Additionally, the program is set to expand allowing the Canadian government to select up to ten additional communities that will facilitate the integration of French speaking newcomers.

 

The recently established Francophone Immigration Support Program will receive funding to address obstacles hindering Francophone immigration.

Admissions of French speaking migrants in Canada in the coming years

Minister Miller highlighted the success of recent efforts, stating that in December 2023 admissions of French-speaking residents outside of Quebec surpassed the goal of 4.4%, reaching approximately 4.7%.

IRCC’s new selection standards for French speaking applicants

Immigration, Refugees, and Citizenship Canada (IRCC) introduced new selection standards for applicants using the Express Entry system, including the Canadian Experience Class, Federal Skilled Worker Program, and Federal Skilled Trades Program in 2023.

 

French language proficiency is one of the new selection criteria, focusing on candidate’s expertise in occupations that are in demand in Canada. To be eligible, candidates must demonstrate reading, writing, speaking, and listening proficiency in French that is equivalent to a Canadian Language Benchmark of 7 or higher.

Government of Canada’s action plan for official languages

The Government of Canada's Action Plan for Official Languages 2023–2028 has a crucial role in supporting these initiatives. It funds more than $80 million CAD over five years for various activities, such as streamlining frameworks for francophone immigration, hiring French-speaking primary and secondary school teachers, and improving existing structures for francophone immigration.
