Business Council of Canada urges budget for skilled immigration

Canadian business leaders recommends the federal government to support immigration for economic recovery.

An Open Letter – Recommendations for Budget 2021 – by the Business Council of Canadatalks about the “the task of rebuilding the economy, helping unemployed people find good jobs, and fostering a higher quality of life”.

The letter is from Goldy Hyder, President and Chief Executive Officer, Business Council of Canada.

 

It was in 1976 that a small group of Canadian business leaders laid the foundations for an organization, the Business Council of Canada, that would make significant contributions to the life of Canada.

With a “national perspective” and a mandate including a broad spectrum of policy issues, the Business Council of Canada was established with the objective of helping strengthen the democratic institutions, the social fabric as well as the economy of the country.

 

Immigration is one of the themes that feature in the Open Letter.

In a later interview following the publication of the Open Letter, Hyder has stated that “The role of government is to have the right policy framework that enables growth, allows for job creation to happen, and prosperity to occur.”

In the letter, while putting down the matra of “build back better” for post-pandemic recovery, the President of the Business Council of Canada is of the opinion that “If we are serious about building back better, we must recognize that a stronger economy is fundamental to solving many of society’s most challenging issues…”

6 Priority Issues identified by the Business Council’s CEO Task Force on Canada’s Economic Future

·         Increasing immigration inflows into Canada for building the future labour force

·          Rethinking Canadian foreign policy in view of a changing world

·         Modernizing and simplifying the taxation system

·         Modernizing the regulatory environment

·         Prioritizing nationally significant infrastructure projects

·         Developing a national resource and climate strategy

According to Hyder, “progress in each of these areas is essential to ensuring Canada’s long-term success in a rapidly changing global economy”.

The Open Letter notes that budding a prosperous future for Canadians will require “sustained action over many years” on the 3 fronts of –

  1. People. Cultivation and enhancement of human capital through the development of a more agile and adaptable workforce.

A key part of this approach will be the enhancement of the Canadian immigration system for making Canada a much more powerful magnet for international talent.

  1. Capital. Business investment will have to be strengthened.

  1. Ideas. Commercialization of research, protection of intellectual property and harnessing the strategy that involves leveraging Canada’s domestic strengths for success in the international market.

The Canadian Council of Innovators has noted that the post-COVID-19 world will be significantly more data-driven as compared to the pre-pandemic period.

According to Hyder, “The federal government should prioritize initiatives and programs that facilitate the entry of skilled immigrants and remove barriers to their labour market integration.”
