Australia's Horticulture Agreement to provide PR to 31 occupations

Australia has introduced a new horticulture labour agreement which has come into effect from 1st January 2020. The new agreement has 31 occupations which are more than any other labour agreement in Australia.

Australia uses labour agreements to address severe skill shortage in various sectors and industries. Industry-specific labour agreements help employers bring in workers which otherwise cannot be brought in through the standard Subclass 482- Temporary Skill Shortage Visa.

Australia already las labour agreements in place for these industries:

  1. Fishing industry
  2. Meat industry
  3. Minister of Religion
  4. On-hire
  5. Pork industry
  6. Restaurant (fine-dining) industry, and
  7. Advertising industry

The labour agreement for On-hire is different than others as it allows an employer to sponsor an overseas worker to work for another employer in Australia. This provision is not available under any other labour agreement or sponsorship program.

The new horticulture labour agreement includes 31 occupations which will have a provision for Permanent Residency. Few details about the horticulture labour agreement are:

  • Eligible applicants may get a 10% concession on the Temporary Skilled Migration Income Threshold of $53,900 per year
  • Applicants may be able to use a wide range of monetary and non-monetary benefits such as accommodation and overtime to meet the income threshold. When sponsored under a standard business sponsorship, non-monetary benefits are not included in the income towards the minimum salary threshold.
  • The English language requirement, under both Subclass 482 and 494 is reduced. The minimum English score required is 5.0 overall with at least a 4.5 in each module of IELTS.
  • Applicants can apply for either a Subclass 186 or Subclass 494 Visa up to the age of 50 years
  • If your occupation falls under Skill Level 1 to 3, you can apply for a Subclass 186 Visa after completing three years with the sponsor. For occupations in Skill level 4 and 5, four years should have been completed before applying for Subclass 186.
  • Some occupations may receive a concession on the skill level under the new agreement.

All 31 occupations in the new horticulture labour agreement will be eligible for concessions and Australian Permanent Residency.
