When applying for a permanent residence (PR) visa for Canada under its provincial program, applicants would usually like to apply for the PNP program of a province where it is easy to get a PR visa. This is a common misconception because no particular PNP provides an easy option to get a PR visa.
This is because each PNP is unique. The provinces participating in the PNP program have their own individual streams intended to meet their particular labor requirements and bring in a particular category of immigrants. In short, there is rarely anything common between the various PNP streams making it difficult to determine which is the easiest PNP to get a PR visa.
There is nothing like the easiest PNP
This is a misconception because your chances of getting a PR visa through a provincial nomination depends on your skills and qualifications and how well they match the province’s requirements. If it is a perfect match then there is no reason to believe that you will get your pR through by applying for that particular PNP stream.
It boils down to finding the PNP stream whose requirements can be best met with your skills and talent.
Individual situation
Finding the right PNP will depend on your individual situation and how well your skills and experience match the needs of the local labor market. All the provinces except Nunavut and Quebec have their own specific streams which are designed to meet the specific needs of its labor market. The streams are aimed at a particular category of immigrants which includes skilled or unskilled workers, entrepreneurs and international students.
Every province will have at least one stream aligned with the Express Entry system. A provincial nomination under this stream which are also known as ‘enhanced nomination’ will give the candidate 600 points which he can add to his Comprehensive Ranking System (CRS) points. This will greatly improve his chances of getting a PR visa.
There are nearly 80 unique streams across the provinces and territories participating in the PNP.

Your success in getting a PR visa depends a lot on your individual situation Suppose you do not have a job offer, then you can choose to apply under the following PNP streams:
The Ontario Immigrant Nominee Program (OINP) Human Capital Priorities stream which has three Express Entry-linked categories and the candidate is not required to have a job offer but has to have an active Express Entry profile and work experience if he wants to apply under this stream.
The Saskatchewan Immigrant Nominee Program (SINP) has the International Skilled Worker Category which has two active streams that do not require job offers. The first is the Saskatchewan Express Entry-linked stream, which requires the applicant to have an active profile in the federal Express Entry system. The second is the Saskatchewan Occupation In-Demand stream, which requires the applicant to have at least one year of work experience in one of the positions featured in the In-Demand Occupations List of Saskatchewan.
If you are a tech professional, PNP streams like the Ontario Human Capital Priority Stream or the Tech Pilot stream offered by British Columbia (BC) can be your options.The Ontario Human Capital Priority Stream is for individuals who have work experience in any one of six designated technology occupations.
The BC Tech Pilot program requires that you have a job offer in any one of the 29 designated technology occupations to make an application.
If you have studied or have work experience in a particular province or territory you can find it easy to get a PNP nomination. The Skilled Worker in Manitoba and Skilled Worker Overseas streams offered by the Manitoba Provincial Nominee Program are some options.
If you can speak French, you will have better chances of getting a PNP nomination if you apply under the Ontario PNP’s Express Entry-linked French-Speaking Skilled Worker program.
In the immigration targets announced recently by Canada, the Express Entry and the PNP immigration programs are expected to bring more than half of Canada’s immigration targets till 2023.
