H1-B Visa curbs to hurt US economy: NASSCOM

US economy will be hurt by the latest H1-B visa curbs said NASSCOM President R Chandrashekhar. It is a fact of life that US labor market has a fundamental issue of scarcity of skilled workers and this remains intact.  If any of the H-1B Visa curbs continue beyond a point, they will result in damaging the US economy, in the long run, explained Chandrashekhar.

The NASSCOM President further elaborated on the latest norms by saying that it is an Executive Order, as quoted by the Economic Times. It will have to be watched for as to how stringent it becomes in terms of actual implementation, said Chandrashekhar.

The negative impact of the new H-1B visa curbs on the US Economy will not be immediate and dramatic, said the NASSCOM Head. In the long run, it will have a detrimental effect, particularly if rigorously implemented, he added.

The latest curbs insist on work continuity. It does not accept the fact that in the international movement of skilled workers, there can be small gaps between two consecutive projects. Specialized expert workers shift from one project to another. Few small gaps are very much a part of global businesses, said Chandrashekhar.

Demonstrating expert credentials for a particular job will, in reality, need an immigration staff to adjudge the nature of the work. The special credential required for the job will also be assessed. This is something which USCIS will be unable to achieve, added Chandrashekhar.

The actual implementation of the latest curbs is impractical said the NASSCOM Head. The new norms definitely complicate the entire process. They also place specific liabilities on the immigration and customs authorities in the US. We are not sure whether they will be able to execute these, added the IT body Head.
