The DAAD - German Academic Exchange Service is altering the structure of its Scholarships for overseas students. This is for the Universities in East Africa. These institutions will now have to begin admitting a % of students from across Sub-Saharan region in Africa. This is for boosting the mobility of students and internationalization of higher studies.

DAAD will first begin implementing the new measures in Uganda and Kenya. This is with the ongoing intake for the year 2019-20. The Universities in these 2 nations will allocate 20% of places in their allocation to overseas students. This is in a trial that will be rolled out till 2022.

The program will be termed as In-region, In-country scholarship. The intake of overseas students will be increased to 30% in the year 2021. It will be enhanced to 40% in 2021-22 in the concluding year of the period of the trial.

Africa DAAD Regional Office Nairobi Program Officer Anja Bengelstorff elaborated on the new program. The Universities in Uganda and Kenya will have to allocate 20% of the allocation in the current year. This is for overseas students from within Africa from this year, she said. The allocation will be enhanced by 10% annually till a ratio of 60:40 overseas students is achieved, explained Anja Bengelstorff.

Bengelstorff said that the plan will be effective for the current 4 year period. It is aimed at boosting the mobility of students. It also aims to enhance the internationalization of education, she added, as quoted by the University World News.
